7 April 2011 - Nomura has started coverage of French IT services provider Capgemini (EPA:CAP) with a "buy" rating and a share price target of EUR50, which leaves a 20% growth potential for the stock.
For 2011, the broker expects Capgemini's operating profit to exceed by 6% the consensus forecast.
At the same time, Nomura sees organic revenue growth of 5.4% and 5.7% for 2011 and 2012, respectively. For 2013, organic growth is expected to reach 6.2% on the back of the positive outlook for the entire IT sector and the possibility for Capgemini to gain new market shares.
Today, the shares in Capgemini had eased by 0.04% to EUR41.17 on Euronext Paris at 12:55 CET.

FED:PM defends security that missed boat

SYDNEY, Dec 16 AAP - Prime Minister Julia Gillard has defended Australia's border watchdogs
failure to detect the doomed asylum seekers vessel off Christmas Island, saying radar
technology was limited in such atrocious weather.
At least 28 people were killed in the shipwreck on Wednesday morning, with fears many
more may have perished.
The wooden Indonesian fishing boat was carrying more than 70 men, women and children,
believed to be of Iraqi, Irani and Kurdish origin, from Indonesia to Christmas Island,
off the northwest coast of Western Australia when it ran into wild weather.
But it was not detected until it was 200 metres from Rocky Point, Christmas Island,
at 5.48am local time (9.48am AEDT) on Wednesday.
By then it was in serious trouble, being thrashed about by violent seas, before being
dashed into the base of limestone cliffs. Dozens of people were thrown into the water.
Local residents were alerted by the screams of asylum seekers calling for help, and
threw life vests into the water to try to rescue them. Nearby navy and customs vessels
could not reach the distressed vessel before it capsized.
So far, it's been confirmed 42 people, including children, survived.
Prime Minister Julia Gillard on Thursday warned the current death toll of 28, which
includes children, could rise.
"We do not know with any certainty how many people there were on the boat," she told
reporters in Sydney.
"So we have got to prepare ourselves for the likelihood that more bodies will be found
and that there has been further loss of life than we know."
Australian Federal Police Deputy Commissioner Andrew Colvin said the search-and-recovery
effort was continuing, but was being hampered by continued poor weather conditions, making
it very difficult for all agencies involved.
Involved in the investigation are 45 AFP officers, 13 West Australian police officers
and three officers from the WA Coroner's office. A P3 Orion plane was also involved in
the search.
Ms Gillard, who cut short her holidays to address the disaster, was on Thursday pressed
on why the boat was not detected earlier.
She defended the efforts of customs and the navy, saying surveillance equipment had its limits.
"In very rough and dangerous seas, there is a limit to what can be achieved through
the use of radar and other surveillance mechanisms," she said.
Home Affairs Minister Brendan O'Connor earlier confirmed the Indonesian fishing vessel
was not being tracked as it made its way to Christmas Island.
"We have very low visibility on occasion, as was the case today and yesterday, with
fog descending on the island," he told Sky News from Christmas Island.
"The SIEV (suspected illegal entry vessel) are normally constructed of wood which means
radar detection is nigh on impossible."
Mr O'Connor said it wasn't as easy as people were suggesting to detect asylum seeker
boats, but he said there needed to be a "proper and full and unrushed examination of this
matter".
WA Assistant Police Commissioner Chris Dawson said three triple zero calls were made
from the boat, between 6.59am (WST) and 7.09am (WST) (5.59am to 6.09am Christmas Island
time) on Wednesday. Police immediately contacted the Australian Search and Rescue Authority.
The Australian Greens, refugee advocates and lawyers all have called for an independent
inquiry into the tragedy.
David Manne from the Refugee and Immigration Legal Centre says an inquiry could help
prevent future disasters.
"There must be a full independent inquiry, properly resourced, to get to the bottom
of the cause of this tragedy and to make recommendations as to how to avoid these sorts
of tragedies occurring again," he told AAP.
Ms Gillard said it would take some time to establish exactly what happened.
A WA coronial investigation will cover all the events, and there also will be a criminal
investigation under Australia's people-smuggling laws.
Ms Gillard said a standing group comprising government, opposition, Greens and independent
parliamentarians would be established to work with relevant agencies to determine the
best way for managing the response to the incident.
She also paid tribute to the people of Christmas Island who did their best to help
the asylum seekers.
"They were magnificent in these really difficult circumstances. They responded with
great bravery and great compassion."
A team of trauma counsellors, Red Cross carers, interpreters and immigration officials
is on its way to Christmas Island to provide additional support.
Dive shop operator Simon Prince, who was one of the first to arrive at the crash scene,
said on Thursday the enormity of the tragedy had just started to sink in and a lot of
the locals were feeling disturbed about what took place.
"I'm having trouble concentrating right now. I've not had a lot of sleep and it's really
starting to haunt me, everything that's gone on, and I'm not really thinking coherently,"
he told AAP.
"I'm a little bit angry, to tell you the truth. I'm angry this has happened on my doorstep.
That the people smugglers have gone and done this to us, and it has definitely upset the
routine on Christmas Island."

West Australian Premier COLIN BARNETT has defended a 4.3 per cent pay increase for
members of parliament .. saying politicians work hard in their roles.
The independent Salaries and Allowances Tribunal has increased MP salaries from 131
thousand dollars to 134 thousand 500 dollars.
The premier will now receive about 312 thousand .. while opposition leader ERIC RIPPER
will receive 242 thousand.
Mr BARNETT says 4.3 per cent seems to be a little on the high side .. but is less than
the inflation rate over the same period of time.

Vic: Police keep hunting for second leg in bay
Police are still looking for a second human leg spotted in Victoria's Port Phillip
Bay .. a day after a woman's left leg was found on a separate part of the coast.
The left leg was found at Newhaven Beach on Phillip Island on Sunday at midday and
belonged to an adult woman.
Homicide Squad Inspector STEVE CLARK says there's a fairly distinctive tattoo in a
floral design on the foot of the leg that was recovered.
Detective Inspector CLARK says forensics investigators believe the leg wasn't in the
water for very long.
Passengers on the Queenscliff to Sorrento ferry yesterday reported seeing a second
leg floating in Port Phillip Bay off Sorrento about 2pm.

Defence procurement secretary GREG COMBET says Defence is ready to enter into a 160-million
dollar ten-year deal with Chemring Australia to make the items in Australia.
The deal creates ongoing work for 40 employees.

Fed: New tax system for small business proposed

CANBERRA, April 30 AAP - Two of the country's top tax advisers, Deloitte and the Institute
of Chartered Accountants, have joined forces to develop a new and less burdensome way
of taxing small businesses.
They say their entity flow-through (EFT) taxing method will be far simpler for small
companies earning profits of below $550,000 per annum, relieving them of a raft of complex
compliance rules.
Similar taxation methods operate in the US, UK and New Zealand.
"Complaints you hear from small business is that the complexity and the compliance
burden is disproportionate with the size of the business they run," tax counsel at the
institute Ali Noroozi told a media briefing in Canberra.
He said their proposal was timely as the government has announced a "branch and root"
review of the tax system.
"This could be seen as a radical proposal, but at the same time very reasonable because
it's largely revenue neutral," he said.
"What it tries to do is avoid a whole lot of sections and regimes within the tax system
to which as soon as you become a company ... you are exposed to or have to abide by."
Simply, under the EFT system, the company's taxable income would be treated as being
derived by its owners in equal proportions, rather than the company being taxed as a separate
entity.
The EFT would initially be aimed at companies with a $550,000 annual profit with five
or fewer shareholders or owners.
The owners would be taxed at the marginal tax rate, rather than the company tax rate
of 30 per cent.
Once the company becomes bigger, it can opt back into the current taxation rules.
"At the time you get to $550,000 total profit for a company with five shareholders
you get a rough average rate of tax of 30 per cent," Deloitte's national tax technical
partner Alexis Kokkinos said.
"Obviously, when you go above that figure then your average rate of tax goes higher than that."
"The $550,000 level would most likely cover a majority of SMEs (small and medium enterprises)
which are currently under the Simplified Tax System that applies to SMEs."
He said while the previous Howard government had attempted to ease the tax burden through
the Simplified Tax System, it was widely acknowledged that its benefits were quite limited
in practice.
The proposal has already been presented to Assistant Treasurer Chris Bowen and Minister
for Small Business Craig Emerson, and was the subject of a round table discussion with
Treasury and the Australian Tax Office today.

Australians have been advised not to travel to parts of Pakistan .. following the assassination

The 54-yeear-old former prime minister has been assassinated in a gun and bomb attack
.. that's killed around 20 other people in Rawalpindi .. near the capital Islamabad.
The Department of Foreign Affairs has reviewed and reissued its travel advisory for
the troubled country today .. following the attack.
It says Australians are strongly advised to reconsider the need to travel to Pakistan
at this time .. due to the very high threat of terrorist attack .. sectarian violence
and the unpredictable security situation.
It says anyone travelling to Pakistan should exercise extreme caution .. and those
in Pakistan who are concerned for their safety should consider leaving.
Australians are advised to avoid any demonstrations .. religious festivals .. street
rallies and public gatherings as they may turn violent.
The advisory also says the federal government has continued to receive credible reports
that terrorists are in the advanced stages of planning attacks.

WA: Invalid pensioner bashed
PERTH, Aug 20 AAP - An invalid pensioner is in hospital with a broken hip after being
kicked and hit on the back of the head.
The 59-year-old man was walking yesterday along Fremantle Road near Gosnells in Perth's
eastern suburbs, when he was approached by two men asking for change, police spokesman
Ian Hasleby says.
"One of them struck him to the head and he fell to the ground, and the other one kicked
him," Mr Hasleby said.
The pair allegedly bought alcohol from a nearby liquor store before returning and stealing
the prone man's umbrella.
The man was found by passersby. He is now in Fremantle Hospital with a fractured hip,
Mr Hasleby said.

Fed: No secret agenda to cut wages: Fair Pay boss
MELBOURNE, April 27 AAP - The Australian Fair Pay Commission (AFPC) did not have a
secret agenda to cut wages, according to chairman Ian Harper.
The AFPC was established by the federal government in December to take over the role
of the Australian Industrial Relations Commission on the fixing of minimum wages and award
classification rates.
The commission, which is independent of government, will begin hearing public submissions
on wages from May 1, 2006.
The AFPC said a decision on the minimum wage will be made sometime between September
and November.
Prof Harper, who took up his role as chair in February, said there was no secret agenda
to cut wages, nor has the AFPC been instructed to do so by Prime Minister John Howard.
"No, no such conversation has ever taken place between me or any member of the government
along those lines," Prof Harper told journalists in Melbourne.
"The Commission is an independent body ... we take instructions from nobody except
the Australian parliament and those instructions are written in the Act," he said.
"Let me be quite clear ... it is not possible for the Fair Pay Commission to put minimum
wages below the level set by the Industrial Relations Commission in 2005. That is just
off the agenda."
But Professor Harper said if there were tax cuts in next month's federal Budget that
could affect the way the AFPC determines the minimum wage.
"For me to rule anything out at this stage would make a mockery of entire process,"
Prof Harper said.
"It is factor that the commission would take into account."
Another area that the AFPC was keen to clean up was the variation in wages in similar
industries between the states and territories.
"As the legislation is drafted, differences across states and territories are to be
eliminated by the Fair Pay Commission over a three year horizon," Prof Harper said.
Prof Harper said from May 1, advertisements would begin appearing in newspapers calling
for written submissions from the community on how the minimum wage should be set.
He said the community would also be able to email their submissions to a website from
May 1 - www.fairpay.gov.au.

Vic: Man stabbed to death and bike stolen

MELBOURNE, Aug 25 AAP - A 25-year-old man has been stabbed to death in an attack involving
three others in broad daylight on an inner Melbourne street.
While the motive for the stabbing is unclear, police said the victim's bicycle was
stolen after the attack.
It appeared the Reservoir man was walking down the street with his girlfriend in Collingwood
shortly before midday when he was approached by a man armed with a knife, Detective Senior
Sergeant Ron Iddles said.
There was an argument, two other men joined the attacker, the victim was stabbed and
the offenders fled with his racing bicycle.
Paramedics could not revive the man, whose name has not been released.
Police later arrested three men at a school in the neighbouring suburb of Abbotsford,
after a tip-off from a member of the public.
The trio were being questioned, Sen Sgt Iddles said.
The victim's girlfriend told police the man who approached them did not say anything
and targeted her partner.
"It appears it is someone going about their business apprehended by a man with a knife,"
Snr Sgt Iddles said.
The couple had come from Reservoir on the train and got off at Victoria Park Station, he said.

Chico wants to ax City Clerk
Mayoral candidate Gery Chico said Thursday the city could save a lot of money by abolishing the offices of city clerk and city treasurer.
"City Clerk — what does the city clerk do? They give you city stickers," Chico told the Sun-Times editorial board Thursday. "You go to Jewel and Osco, you get your I-Pass from them."
It would be cheaper for the city to let people get their city stickers from retail stores, Chico said. Of course, one of Chico's rivals for mayor is City Clerk Miguel del Valle, whose appointment as clerk four years ago Chico applauded at the time.
"It's ridiculous: It's 100 persons [in the office]. It's a waste of money, waste of time," Chico said. "We used to use the city treasurer's office and the city clerk's office to balance the ticket. Now we need to use it to balance the budget. You have to do that."
Del Valle said he has used the office to put City Council meetings on the Internet, opening city government. The state Legislature created the office to be independent of the mayor's office to be a "point of access for the public" to learn about the actions of the City Council, he said. It would take a change in state law to abolish it, and it wouldn't save any money because the job of selling vehicle stickers, parking permits and keeping track of the City Council would have to be transferred, along with the employees to do it, to other city departments, he said.
For its $8 million budget, the office brings in $100 million in revenue, he said.

Bamberger Symphoniker/Jonathan Nott Schubert Epilog (Tudor)
There is an entire subset of classical composition devoted to reorchestrations of previously written works, an example of which are the Schoenberg, Berg, and Webern transcriptions of Johann Strauss Jr. waltzes. The pieces found on the intriguing Schubert Epilog, however, take this technique one step further. Here, five contemporary composers -- Luciano Berio, Aribert Reimann, Hans Werner Henze, Hans Zender, and Kurt Schwertsik -- have taken works by Franz Schubert and used them as springboards for their own original treatments. Berio's "Rendering per Orchestra," for example, is a three-movement suite that includes snippets from recognizable Schubert pieces -- including the famous "Unfinished Symphony" -- as well as portions of the sketches for what would have been his 10th Symphony. Reimann's "Metamorphosen uber ein Menuett von Schubert" begins with a literal transcription of Schubert, then veers off into a mystical and atonal place. Henze's contribution springs from the well-known lied "Erlkonig" but uses only that song's incessantly galloping tempo as the rhythmic underpinning of a totally original melody. "Schubert-Chore 1-4" by Hans Zender are orchestral renderings of a series of choral pieces, in which the orchestrations are free to wander beyond Schubert's written harmonies. The final work, Schwertsik's "Epilog zu Rosamunde," not only gives the disc its name but is also a darkly ominous orchestral tour de force.

MADREDEUS Faluas Do Tejo (Blue Note Records)
More people know Spain's flamenco songs and the tangos of Argentina than the fado of Portugal, but that's changing -- and high time, too. It is an intriguing, unsettling art form, full of heart-sore reflections on love and life without posturing or Werther-like moaning. It supposedly rose from the Lisbon slums, inspired by the Brazilian song-and-dance fado of around 1700, which itself rose out of an African dance form. As Emily Kimbrough wrote in her book on travel in Portugal, Pleasure by the Busload, "There is a saying that you must open your ear to let in Fado, but once you have let it in it will stay with you for your life."
This disc by the Lisbon-based fado ensemble Madredeus is a good introduction to the genre, but it's just as enticing for enthusiasts. Teresa Salgueiro has a beautiful, smoky voice and uses it wonderfully, each word and feeling clear on her lips -- which is good, given that the liner texts are entirely in Portuguese. The traditional guitar accompaniment -- two plus bass guitar here -- is sensitively and potently played. The only odd touch to my ears is the use of a synthesizer, which is quite outside tradition. But it does sound good and suits the songs and in that sense creates tradition of its own.

Hendrik Meurkens Amazon River (Blue Toucan Music)
Hendrik Meurkens, a German with a special love for the music of Brazil, offers a luxuriant album full of the flavors of that land. In the liner notes Oscar Castro-Neves, who serves as producer and arranger on Amazon River, said Meurkens' soul "was born somewhere among the trees and the rivers of Brazil, so native are his performances."
The leader's harmonica, alternately melancholy and lively, is the chief voice on most of the tracks, though the expressive vocals of Castro-Neves and Dori Caymmi are showcased on two tracks each. The background is always bright with percussion, and pianist Helio Alves gets some great Brazilian jazz going on songs including Antonio Carlos Jobim's "Passarim" and "Ela e Carioca."
Meurkens loves the Brazilian choro form and wrote three chorinhos for this album. "Menina na Janela" features Robson Cerqueira on bandolim (Brazilian mandolin), a voice that just accentuates the quality of longing stated by the harmonica. Clarinetist Paquito D'Rivera is a vivacious guest on the other two, "Lingua de Mosquito" and "The Peach," which also feature Pedro Ramos on cavaquinho (Brazilian lute) and Ze Mauricio on pandeiro (Brazilian tambourine).
If you want to get the essence of this album in one track, listen to the title cut. It's a standout, midtempo song with a catchy melody, soulful vocals by composer Caymmi, and improvisational harmonica by Meurkens.

Telefonica Moviles registers 50 millionth customer.
MEXICO CITY, Dec 23, 2003 (Notimex/Corporate Mexico by Internet Securities, Inc. via COMTEX) -- Telefonica Moviles recorded its 50 millionth customer in its Spanish and Portuguese-speaking clientele in Mexico City. The company, recalculating its initial goal of covering more than 80 cities with GSM technology by the end of the year, said that the rapid growth reported in Latin America was the reason why one lucky Mexican customer - 17 year-old Iris Coral Ramirez Perez - will have her university studies entirely paid for by Telefonica Moviles after she was named as the firm's client number 50 million.
The telecommunications company that offers products and services in 14 countries made more than 799 million euros (US$991.2 million) in profits in the first half of last year.

Networked revenue-management systems: save time, money.(TECHNOLOGY)

In today's fragmented distribution environment, effective revenue management is essential to maximizing profit while remaining competitive.

"The natural development was to create tools to enable hoteliers to reduce the time they're dealing with [online travel agents]," said Ryan Haynes, global marketing manager for RateTiger. "Some hoteliers will manually update OTAs with rooms and rates. If you're managing more than five channels, it's going to be incredibly time-intensive. Should you make an error, you could miss out on rate parity."
RateTiger's suite of services allows hoteliers to access market data and analytics, as well as manage their hotel's distribution channels, online marketing and other services. The Washington Jefferson Hotel in New York saves over $20,000 a year since it switched from an on-staff revenue manager to RateTiger.
"RT strategy engine lets you alternate the way room rates distribute across the Internet," Haynes said. "This allows your hotel to set a series of different strategies so that as and when occupancy changes, and your competitors room rates change, your room rate will automatically change for you, sensitive to market conditions and forecasting much further ahead. So if you're looking at December 2012, you can automatically adjust rates across the Internet so you don't keep having to do price analysis."
Effective revenue management allows hoteliers to plan ahead for potential market changes.
"Toward the end of 2010, we noticed opportunities to shift focus in a moderate way from occupancy toward average rate," said Lesli Reynolds, VP of global distribution and revenue strategy for Omni Hotels. "At the end of the day we're focused on the [revenue per available room]; we started backing off some of the discounted offerings and added some value-added offerings."
Omni uses the Rainmaker Group's revolution system to crunch the numbers behind its rates. Reynolds said Omni has increased average length of stay from 1.4 nights to more than two nights across the brand since the system was introduced in late 2008.
"One of the challenges we've seen in 2011 is that there is an ever expanding number of online travel providers," Reynolds said. "One of the biggest challenges is that there are so many it becomes more important to have tech to integrate and have direct interfaces."
The same strategy is in play for smaller hotel owners and groups.
"Our focus is to push average daily rate so we increase our RevPAR even though we may give up a little bit of occupancy," said Fred Lopez, director of revenue for Park Place Hospitality Group. "The higher the rate, the more you bring to the bottom line."
Automation and analysis can help hoteliers improve revenue, save time
Advanced revenue-management systems allow hoteliers to save time each day by increasing rate parity and planning ahead for market contingencies.
"It is getting to the point where channel management is becoming more automated, so hoteliers are receiving the data and are able to assess the data instantly and get the best rate out there in order to get the bookings in," said Ryan Haynes, marketing manager for RateTiger.
More information means more control over your rates and booking policies.
"Because we are across all brand lines, we think we have a better competitive edge to really understand the rates in any given market," said Ron McCauley, president of Park Place Hospitality Group. "Effective revenue-management strategy is the way to increase your income by looking at all the opportunities to sell your room inventory that are available to you."
Omni Hotels has networked 15 of its 47 hotels, connecting a Micros property-management system with Rainmaker's revolution RM system.
"In 2010 we had some very large successes working with each property appropriately positioning our brand," said Brenda Gordon, corporate director of revenue management for Omni Hotels. "As a company last year we achieved our highest [revenue per available room] index percentage in the last 10 years. It really is working in every market, looking at how you rationally price rooms and get the most out of the highest-yielding distribution channels.'

A president worth a billion dollars? Power of incumbency could strengthen army of donors for 2012.(PAGE ONE)

In a political career already noted for historic breakthroughs, President Obama is poised in 2012 to chalk up another: the nation's first $1 billion candidate.
With the 2012 election more than 19 months out, Mr. Obama's team is preparing to again tap into the army of small-dollar donors who powered his record-breaking 2008 money haul. Replicating that success will depend in part on whether the president can convince his most fervent supporters to overlook disappointments on campaign promises such as immigration reform and closing the prison at U.S. Naval Base Guantanamo Bay, Cuba.
As the incumbent this time, Mr. Obama has advantages that could catapult him beyond that 2008 total of $745 million - including the bully pulpit of the presidency itself and access to institutional money that wasn't there when he ran as an outsider.
Add to that the 13 million grass-roots supporters from the 2008 campaign - a list that has been dutifully maintained by the Democratic National Committee under the moniker of Organizing for America - and 2012 looks like an eye-popping year for political fundraising.
Just given the base he begins with and the ability to go out and raise money online now, I expect he will end up being the first billion-dollar candidate, said Anthony J. Corrado Jr., a government professor at Colby College.
At the same time, Mr. Corrado noted, the task won't be as easy as people suggest given that presidents running for re-election historically experience drop-offs among previous donors.
Small-dollar army
In 2008, 34 percent of the cash Mr. Obama raised after securing the Democratic nomination came from donations of $200 or less, according to the nonpartisan Campaign Finance Institute. That proportion compensated for the campaign's ban on money from lobbyists and political action committees and was a source of pride for Mr. Obama, a former community organizer who used the donations to bolster his grass-roots credentials.
It's an open question how many of the small-dollar donors will return, but CFI Executive Director Michael Malbin said the president is likely to get much more support from major donors who were locked up early in 2008 by candidate Hillary Rodham Clinton.
Democratic sources say Mr. Obama is likely to file paperwork for his re-election campaign late this month or in early April - but that doesn't mean he'll be hitting the campaign trail any time soon.
Instead, filing the papers will give campaign manager Jim Messina, his former White House deputy chief of staff, a chance to set up shop in Chicago with deputies Jennifer O'Malley Dillon, the DNC executive director, and Julianna Smoot, a veteran Democratic fundraiser and former White House social secretary.
Wild card
One fundraising factor beyond the president's control is the Republican presidential nominee.
The GOP could pick a mainstream candidate or they could pick a goofball, said University of Virginia political science professor Larry Sabato, adding that it's a lot more likely that Mr. Obama will surpass $1 billion if the GOP nominee scares Democrats.
Against the front-runners in the crowded field of GOP contenders, Mr. Obama is polling moderately well.
He runs more than 5 percentage points ahead of former Arkansas Gov. Mike Huckabee and former Massachusetts Gov. Mitt Romney, according to Real Clear Politics, and runs ahead of former House Speaker Newt Gingrich and former Minnesota Gov. Tim Pawlenty by 14 and 15 points, respectively.
Still, the surge in Internet contributions to tea-party-backed candidates during the 2010 congressional elections is evidence that the GOP may be able to mimic Mr. Obama's success with small donors by tapping into a new base of conservative contributors.
The 2010 elections also indicate that the GOP nominee will have significant outside help next year. American Crossroads, an advocacy group founded by former Bush strategist Karl Rove, earlier this month announced a goal of raising $120 million to spend against Mr. Obama and other Democrats in 2012.
Yet after being trounced in November, Democrats aren't likely to be caught flatfooted again.
They are gearing up their own counterweights to Mr. Rove's group, including American Bridge, led by former Maryland Lt. Gov. Kathleen Kennedy Townsend and Scott Brock, the founder of Media Matters.
Rebuilding the base
The Democrats want to expand the electoral map, but analysts say the president will have a tough time hanging on to Virginia, Indiana and North Carolina - all previously red states that Mr. Obama picked up last time. The big focus will again be on presidential bellwethers such as Ohio and Florida, where disappointment among Hispanic voters could be an issue.
Some core Democratic voting blocs, such as immigrant rights groups, say the president may not be able to count on their enthusiasm in 2012.
He's had about two years to take positive steps on immigration issues, and if you kind of do the tally of where we are right now it's overwhelmingly a profound disappointment, said Chung-Wha Hong, executive director of the New York Immigration Coalition, which has called on Mr. Obama to sign an executive order halting deportations. I think there's still a lot of good will, that people are willing to give him a chance, but I think that window is really closing.
The failure to close the prison at Guantanamo Bay, coupled with the detainment of accused WikiLeaks figure Pfc. Bradley Manning, has other Obama backers wavering.
The lesson is clear, and soldiers take note: You're better off committing a war crime than exposing one, Code Pink co-founder Medea Benjamin recently wrote on the Huffington Post about Pfc. Manning, who is suspected of leaking tens of thousands of government documents to the website WikiLeaks.
On the other hand, Mr. Obama has delivered on promises to gay-rights advocates, pushing Congress last year to lift the ban on gays serving openly in the military and announcing this year that his administration no longer would defend the Defense of Marriage Act, which defined marriage at the federal level as the union of a man and a woman.
Above the fray
Mr. Obama may still have some work to do in rebuilding the 2008 coalition, but don't look for active campaigning anytime soon.
You don't want to be running for re-election too early, Mr. Sabato said. You don't want to be a mere candidate again because you do lose some of the magic of the presidency.
As of now, one of the best things Mr. Obama has going for him is the uncertainty surrounding the Republican field.
Mr. Corrado suggested that Mr. Obama may take a page from the 2004 campaign playbook of President George W. Bush: Get out front by deploying cash to define the eventual nominee, as Mr. Bush's campaign did with Sen. John F. Kerry, spending tens of millions of dollars in advertising after the Massachusetts Democrat emerged as his party's pick.
I think we'll see a similar dynamic in 2012, he said. The advantage that the Republican nominee will have this time is they'll be capable of raising much more money than candidates in the past.
