Fed: Productivy Commission says emissions tax has merit=2

But it says a national .. unified approach is vital.

It also says it's in Australia's interest to lobby for caps on greenhouse gas emissions
in all major industrial countries .. adding that acting alone would deliver barely discernible
climate benefits .. and could be very costly.

The Business Council of Australia has backed a national emissions market.
